புதுடெல்லி: 2009 ஏப்ரல் 1ஆம் தேதி முதல் 2014 மார்ச் 31ஆம் தேதி வரை வங்கிகளில் கல்விக்கடன் பெற்ற மாணவர்கள் வட்டி தள்ளுபடி பெற இதுவே கடைசி வாய்ப்பு என மத்திய மனிதவள மேம்பாட்டுத் துறை அறிவித்துள்ளது.

இது தொடர்பாக இந்திய வங்கிகள் சங்கம் வெளியிட்டுள்ள அறிக்கையில், "கல்விக்கடனுக்கு அரசு அறிவித்துள்ள வட்டி தள்ளுபடியை வங்கிகள் உடனே அளிக்க வேண்டும். வட்டி தள்ளுபடி பெற தகுதியுடைய மாணவர்களின் விவரங்களை வங்கியின் இணையதளங்களில் வெளியிட வேண்டும். இணையதளத்தில் விவரங்கள் வெளியிட்டுள்ளது குறித்தும் அறிவிக்க வேண்டும் என மத்திய மனிதவள மேம்பாட்டுத் துறை கூறியுள்ளது.

இதையேற்று, அனைத்து வங்கிகளும் 2009 ஏப்ரல் 1ஆம் தேதி முதல் 2014 மார்ச் 31ஆம் தேதி வரை வங்கிக்கடன் பெற்ற மாணவர்களுக்கு வட்டி தள்ளுபடி அளிக்க வேண்டும். வட்டி தள்ளுபடி பெற மாணவர்களுக்கு இதுவே கடைசி வாய்ப்பு. மாணவர்களே வங்கிகளை அணுகி வட்டி தள்ளுபடியைப் பெறலாம்" என கூறப்பட்டுள்ளது.

இது குறித்து கல்விக்கடன் ஆலோசனைக் குழு அமைப்பாளர் பிரைம் பாயின்ட் சீனிவாசன் கூறுகையில், வட்டி தள்ளுபடி பெற வங்கியில் மனு கொடுக்க வேண்டும். வட்டி தள்ளுபடி தர மறுக்கும் வங்கிகள் மீது சம்பந்தப்பட்ட வங்கியின் தலைவரிடம் புகார் செய்யலாம். புகாரின் பிரதியை இந்திய வங்கிகள் சங்கத்துக்கும் அனுப்பலாம்" என்று தெரிவிக்கப்பட்டுள்ளது.

தொழில் தொடங்க ரூ.1 கோடி வரை மானியத்துடன் கடன் கிடைக்கும் புதிய தொழில் முனைவோர் மற்றும் தொழில் நிறுவன மேம்பாட்டுத் திட்டம் NEEDS (New Entrepreneur -cum- Enterprise Development Scheme)

தமிழ்நாட்டில் அதிக தொழில் முனைவோரை உருவாக்க New Entrepreneur -cum- Enterprise Development Scheme-NEEDS (புதிய தொழில் முனைவோர் மற்றும் தொழில் நிறுவன மேம்பாட்டுத் திட்டம்) என்ற திட்டத்தை தமிழக அரசு கொண்டுவந்துள்ளது. NEEDS (New Entrepreneur -cum- Enterprise Development Scheme) திட்டத்தின் மூலம் புதிய தொழில் முனைவோர் தொழில் தொடங்க கடனுதவி வழங்கப்படுகிறது. NEEDS (New Entrepreneur -cum- Enterprise Development Scheme) திட்டத்தில் ரூ.5 இலட்சத்திற்கு மேலும் அதிகபட்சமாக ரூ.1 கோடி வரையிலும் உள்ள தொழில் திட்டங்களுக்கு கடனுதவி வழங்கப்படுகிறது. இத்திட்டத்தில் அரசு மானிய உதவியாக தொழில் திட்ட மதிப்பீட்டில் 25 விழுக்காடும் அதிகபட்சமாக 25இலட்சம் வரை மானியமாக வழங்கப்படுகிறது.

தொழிலின் திட்ட மதிப்பு (Levels Of Funding Under NEEDS):

  தொழிலுக்கான திட்ட மதிப்பு ரூ.5 இலட்சத்திற்கு மேலும் ரூ.1 கோடி வரையிலும் (The minimum Project Cost will be above Rs.5.00 Lakhs and the maximum Project Cost will be Rs.1.00 Crore) இருந்தால் அதற்கான முதலீட்டை NEEDS (New Entrepreneur -cum- Enterprise Development Scheme) திட்டதின் மூலம் பெறலாம்.

அரசு மூலதன மானியம்(Rate of Subsidy) :

   NEEDS திட்டத்தில் அரசு மூலம் வழங்கப்படும் மானிய (Subsidy) உதவி தொழிலின் திட்ட மதிப்பில் (Project Value) 25% சதவீதம் ஆகும். அதிகபட்சமாக ரூ.25 இலட்சம் வரை வழங்கப்படும்.

தொழில் முனைவோர் சொந்த முதலீடு (Promoter’s Contribution):

பொதுப்பிரிவினராக இருந்தால் தொழிலின் திட்ட மதிப்பீட்டில் (Project Value) குறைந்தபட்சம் 10% விழுக்காட்டை தொழிலில் முதலீடு (Investment) வேண்டும்.
சிறப்புப் பிரிவினராக இருந்தால் தொழிலின் திட்ட மதிப்பீட்டில் (Project Value) குறைந்தபட்சம் 5% விழுக்காட்டை தொழிலில் முதலீடு (Investment) வேண்டும்.
வயது மற்றும் வருமான வரம்பு (Age Limit & Income ceiling):

 NEEDS  (New Entrepreneur -cum- Enterprise Development Scheme) திட்டத்தில் பயனடைய 21 வயது நிறைவடைந்திருக்க வேண்டும். பொதுப்பிரிவினராக இருப்பின் 35 வயதிற்குள்ளும், சிறப்புப்பிரிவினராக இருப்பின் 45 வயதிற்குள்ளும் இருக்க வேண்டும்.

வருமான வரம்பு ஏதும் NEEDS (New Entrepreneur -cum- Enterprise Development Scheme) திட்டத்தில் இல்லை. எல்லா வருமான வரப்பினரும் விண்ணபிக்கலாம் (There will be no income ceiling for assistance for setting up projects under NEEDS).

கல்வித் தகுதி (Academic Qualification):

   பட்டப்படிப்பு (Degree), பட்டயப் படிப்பு (Diploma), I.T.I, அங்கீகரிக்கப்பட்ட பயிற்சி நிறுவனங்கள் மூலம் பெறப்பட்ட தொழில் பயிற்சிகளைப் (Vocational Training from recognized Institutions) பெற்றவர்கள் NEEDS (New Entrepreneur -cum- Enterprise Development Scheme) மூலம் பயன் அடையலாம்.

சிறப்புப் பிரிவினர் (Special category):

  ஆதி திராவிடர், மகளிர், பழங்குடியினர், பிற்படுத்தப்பட்ட வகுப்பினர், சிறுபான்மையினர், முன்னாள் இராணுவத்தினர், மாற்று திறனாளிகள் ஆகியோர் NEEDS (New Entrepreneur -cum- Enterprise Development Scheme) சிறப்புபிரிவு தொழில் முனைவோர்களுக்கான சலுகைகளை பெறத் தகுதியானவர்கள்.

விண்ணப்பிக்கவேண்டிய அரசு அலுவலகங்கள் (Implementing Agencies):

  NEEDS (New Entrepreneur -cum- Enterprise Development Scheme) திட்டத்தின் மூலம் நிதியுதவி பெற மாவட்ட தொழில் மையத்தை (DIC-DISTRICT INDUSTRIES CENTRES) அணுகி விண்ணபிக்கலாம். மாவட்ட தொழில் மையங்கள் தமிழ்நாட்டிலுள்ள எல்லா மாவட்டங்களிலும் அமைந்துள்ளது.

கடனுதவி அளிக்கும் நிறுவனங்கள் (Loan Granting Institution):

   NEEDS (New Entrepreneur -cum- Enterprise Development Scheme)  திட்டத்தில் தேர்ந்தேடுக்கப்படுபவர்கள் வங்கிகள் (Banks) அல்லது TIIC (TAMILNADU INDUSTRIAL INVESTMENT CORPORATION) மூலம் கடனுதவி பெற பரிந்துரைக்கப்படுவர்.

NEEDS திட்டத்தில் விண்ணப்பிக்க தகுதியற்றவர்களும்,தொழில்களும் (Negative List of Activities):

மத்திய அல்லது மாநில அரசின் மானியத்துடன் கூடிய ஏதேனும் ஒரு திட்டத்தில் கடன் பெற்றவர்கள் NEEDS திட்டத்தில் விண்ணபிக்க இயலாது.
தொழில் முனைபவர் தமிழ் நாட்டில் கடந்த மூன்று ஆண்டுகளாக தொடர்ந்து வசிப்பவராக இருத்தல் வேண்டும் (The applicant should be a resident of Tamil Nadu State for not less than 3 years).
வியாபாரம் சார்ந்த தொழில்கள் (பல சரக்கு கடை,மளிகை கடை, பொருட்களை வாங்கி, விற்கும் தொழில்) தொடங்க NEEDS (New Entrepreneur -cum- Enterprise Development Scheme) திட்டத்தில் விண்ணபிக்க இயலாது.
படித்து கொண்டிருப்பவர்கள் மற்றும் தொழிலை விரிவாக்கம் செய்வதற்கு NEEDS மூலம் முதலீட்டை பெற இயலாது.
இறைச்சி சம்பந்தப்பட்ட தொழில்கள் (Meat(slaughtered),i.e.processing, canning and/or serving items made of it as food), போதை பொருட்கள் சார்ந்த தொழில்கள் (Beedi/Pan/ Cigar/Cigarette etc),தோட்டச் செடிகள், மலர்ச் செடிகள், மீன், கோழி, ஆடு, மாடு வளர்ப்பு (Horticulture, Floriculture, Animal Husbandry like Pisciculture, Piggery, Poultry), மது பரிமாறும் உணவு விடுதிகள், 20 மைக்ரானுக்கு குறைவாக உள்ள பாலித்தீன் பைகள் தயாரித்தல் போன்ற தொழில்களை தொடங்க NEEDS (New Entrepreneur -cum- Enterprise Development Scheme) திட்டத்தில் பயன் பெற இயலாது.
கடனுதவி பெற தேர்வு செய்யப்பட்ட தொழில் முனைபவர் ஒரு மாத தொழில் முனைவோர் மேம்பாட்டு பயிற்சியை கட்டாயமாகப் பெறவேண்டும்.
